All receptacles shall be kept in clean and sanitary condition by the owner or person using the same, and receptacles shall be kept tightly covered at all times, except when refuse, green waste or recyclable material is being deposited or removed and shall at all times be secure against access by vermin or vectors to the contents thereof and free from leaks. If the provisions of this subsection are not fully complied with, the contractor shall place a tag on the receptacle so stating; thereafter the receptacle shall be considered as condemned and unfit for service and in violation of the provisions of this section.
