Except as provided for in subsection 11-5.8, the provisions of this section shall not apply to wells which were in existence as of February 7, 1990, the effective date of this section, unless they are repaired, reconstructed, destroyed or abandoned so as to require a permit pursuant to subsection 11-5.1.
