The City of Clearlake, California (hereinafter called the “City”) finds that cable communication systems have the potential of benefiting its residents if properly regulated. The City further finds that the public convenience, safety, and general welfare are served through a franchising process that specifies certain conditions for review but allows for future flexibility to meet cable-related needs and interests.
