It is the City’s purpose to promote the public health, safety, and general welfare by granting one (1) or more franchises for the construction upgrade, operation, and repair of cable communication systems within the City; to regulate (to the extent not expressly prohibited by law) each cable communication system within the City; to require each grantee to pay a franchise fee to the City for the use of streets and public rights of way; to promote availability of quality cable service to City residents, businesses, the City, and other public institutions; to encourage the development of and to improve local programming including public, educational, and governmental access programming; to promote competitive cable rates and services; to provide safe and efficient use of streets and rights of way; to optimize the use of public property; to provide a diversity of information to the community; to provide a wide range of programming services which individually may not be desired by all subscribers, but collectively improve the overall value of a cable communication system; to maximize channel capacity, facilities, and programming access for governmental and educational agencies, as well as other groups and individual members of the general public, so as to promote open government, educational opportunity, and a diversity of community information and opinion; and to allow flexibility to respond to changes in technology, subscriber interests, and competitive factors within the cable communication service market and the larger market for entertainment and information.
