This Ordinance shall not constitute a contract between a grantee and the City. The City may amend any provision of this Ordinance and may adopt regulations consistent with this Ordinance. This includes, without limitation, the right to alter the insurance and security fund requirements herein, to account for inflation or changes in the risk to the City. (Ord. #80-97, S13)
