The purpose of this Chapter is to insure the health, safety and general welfare of the City of Clearlake’s citizens, and to protect and enhance the water quality of water courses and water bodies within the incorporated area of the City of Clearlake in a manner pursuant to and consistent with the Federal Clean Water Act (33 U.S.C. 1251 et seq.), by reducing pollutants in storm water discharges to the maximum extent practicable and by prohibiting non-storm water discharges.
