a. The provisions of this Chapter shall apply to all water entering the City storm drainage system or natural surface waters generated or deposited on any developed or undeveloped lands in the incorporated area of the City of Clearlake.

b. This Chapter shall apply to facilities and premises subject to and in compliance with the Municipal Storm Water Permit, State Construction General Permit, City Grading Ordinance, City building permit, and/or any other instrument of the City that establishes pollutant control provisions for construction activities.
