All uses listed in this subsection and all matters directly related thereto are declared to be uses possessing characteristics of unique and special form as to make their use acceptable in any district under certain specific conditions, and therefore the authority for a location of the operation of the uses designated herein shall be subject to the issuance of a conditional use permit in accordance with the provisions of Section 18-1.8. In addition to the criteria for determining whether or not a conditional use permit should be issued, the Planning Commission shall consider the following additional factors to determine that the characteristics of the listed uses will not be unreasonably incompatible with the uses in surrounding areas: (a) damage or nuisance from noise, smoke, odor, dust, or vibration; (b) hazard from explosion, contamination or fire, and; (c) hazard occasioned by unusual volume or character of traffic or the congregating of a large number of people or vehicles. The uses referred to herein are as follows:

a. Airport, landing field, heliport.

b. Geothermal development.

c. Hospital, convalescent hospital, sanitarium.

d. Cemetery, columbarium, crematory, mausoleum.

e. Marinas and similar facilities.

f. Removal or deposit of earth other than excavations or deposits in connection with construction of buildings, roadways, public improvement or home improvements.

g. Construction, grading or digging of all ponds, ponding areas, which, when completed, can contain one acre foot more of liquid.

h. Community clubs, private clubs, or fraternal organizations.

i. Churches, schools, colleges.

j. Country club with golf course.

k. Utility and communication building.

l. Public and quasi-public uses of an administrative, public services or cultural type including special district, City, County, State or Federal facilities. (Ord. #04-87, § 4.600)
