If the property owner, lessee or other responsible party fails to abate the nuisance within the time specified by the City Council, or the public official, and is not granted a time extension, the public official, upon authorization of the department head may, but is not required to, obtain an abatement warrant to secure, remove, demolish, raze or otherwise abate the nuisance at the expense of the owner(s).
