All officers and employees of the City, together with those volunteer forces enrolled to aid them during an emergency, and all groups, organizations, and persons who may by agreement or operation of law, including persons impressed into service under the provisions of subsection 2-11.6a.6(c), be charged with duties incident to the protection of life and property in the City during such emergency, shall constitute the emergency organization of the City of Clearlake.

The State of California has provided workmen’s compensation benefits for all registered volunteers of an accredited disaster council organization. Requirements for the accrediting of local disaster councils and for the manner in which volunteers must be registered in order to be protected by these workmen’s compensation benefits are contained in rules and regulations of the State Emergency Council adopted pursuant to Section 8580 of the California Emergency Services Act.
