The Department of Planning and Community Development of the City of Clearlake is hereby created. The Department of Planning and Community Development shall be managed by a Director who shall be appointed by the City Council, and who shall be subject to the general administrative direction of the City Manager. The Director, subject to the approval of the City Manager, may organize and maintain such divisions in the department as in his/her judgment the operation may require and shall be responsible for the direction and control of all functions assigned to the department. In the absence or disability of the Director, the City Manager shall designate a person to perform the duties and exercise the powers of the Director. (Ord. #7, S8; Ord. #73-96, S1; Ord. #2012-153)
