a. Over the last three (3) years the State legislature has reduced the amount of property tax revenues and other local general fund revenues available to provide the level of police protection services deemed necessary in the future for the preservation of the public peace, health, and safety of the City; and

b. An increase in tourism is anticipated in the future which will require more police officers;

c. The tax imposed pursuant to this section is necessary not only to obtain the revenues to meet the usual and current expenses required to provide the level of police protection needed as tourism increases, but is also necessary for the immediate preservation of the public peace, health and safety of the City.
