Nothing in this section shall prevent the Clearlake City Council from adopting special rules and regulations as may be currently needed or desired. The Clearlake City Council may issue exemption permits to enable citizens to utilize the parks and beaches to their fullest extent for recreation purposes. (Ord. #64, S2; Ord. #75-96, S2)
