The City council finds and declares that there are committed within the City of Clearlake certain offenses to the peace and tranquility of the community; that there are no State penal laws which adequately address these breaches of conduct; and that there is a need to enact prohibitions against such activities in order to preserve the peace and to protect the common welfare.
