It is expressly contemplated by the City Council that the provisions of this chapter, and such other City ordinances as the City Council may design, may be enforced both by sworn peace officers and by non-sworn enforcement personnel employed by the City. The duties, training, and authority of such non-sworn officers shall be set forth by resolution of the City Council. After meeting the requirements of such resolution, any non-sworn Enforcement Officer employed by the City may issue citations for violations of this chapter pursuant to the requirements of California Law and City Code.
