All remote caller bingo games and operations shall comply with the provisions of this section and applicable State laws and regulations. To the extent of any inconsistency or conflict between the provisions of this section, Penal Code sections 326.3, 326.4, 326.5 and any State regulations adopted to implement those Penal Code sections the provisions of the Penal Code and its implementing regulations shall control.
