It is expressly contemplated by the City Council that the provisions of this Chapter, and such other City ordinances as the City Council may design, may be enforced both by sworn peace officers and by non-sworn enforcement personnel employed by the City. The duties, education and training, of such non-sworn officers shall be determined by the Personnel Officer. After meeting the requirements of such education and training, any non-sworn Enforcement Officer employed by the City may issue citations for violations of this Chapter pursuant to the requirements of California Law and City Code.
