There is hereby established a Rabies Treatment and Eradication Fund for the City of Clearlake. Pursuant to Health and Safety Code Sections 1910 et seq., all monies collected for dog licenses or other animal control fees shall be deposited in the fund. This fund shall be used to defray the cost of a rabies control program in this City, including the dog licensing program and its enforcement and the impoundment of stray animals belonging to those species which are susceptible to rabies.
