Any person having knowledge of the whereabouts of an animal or the carcass of an animal known to have or suspected of having rabies shall immediately notify the Animal Control Officer. It shall be unlawful for any person having such information to refuse to disclose the same after demand therefor by the County Health Officer, Animal Control Officer or their deputies.
