a. All refuse, recyclables and green waste shall be collected, removed and disposed in such a manner as not to be needlessly offensive and filthy in relation to any person, residential unit or business establishment. No person shall use a vehicle for the conveyance of refuse, recyclable materials, green waste or any offensive or ill-smelling matter, unless the vehicle is staunch, tight and closely covered with a metal or canvas cover or equivalent cover so as to wholly prevent the spilling, leakage, falling off or blowing off of any contents of the vehicle or escape of offensive odors therefrom. The vehicle shall be kept clean, well-painted and in good repair.
