Any person owning or operating a construction site for which a building permit has been issued shall implement BMPs to control the discharge of pollutants to the maximum extent practicable, and to eliminate non-storm water discharges that are not authorized as set forth in Article II of this Chapter or are not in compliance with an NPDES permit (Ord. #2006-126, S14.190)
