The Director of Finance is appointed by the City Manager and serves at the pleasure of the City Manager. In the absence of an appointment by the City Manager the City Clerk serves as the Director of Finance; however, the performance of such duties by the City Clerk shall not act to consolidate the offices of City Clerk and Director of Finance, and it is intended by the City Council that the two offices shall remain separate and be compensated separately, even though the same person may hold both offices simultaneously.
