The City Manager shall appoint, with the approval of the City Council, a Chief of Police, who shall be subject to the Manager’s general administrative direction. The Chief of Police, subject to the Manager’s approval, shall organize and maintain the Police Department, and he shall be responsible for the direction and control of all functions assigned to the department.
